Lead generation for staffing agencies: 5 options compared
Every lead generation offer for staffing firms is one of five models: a lead database, a hiring-signal feed, AI SDR software, an outbound or appointment-setting agency, or managed business development. They differ on the one question that decides whether you end up with job orders: who does the work between a lead and a signed job order.
We build Wavaron, which is option 5, so we're not neutral. The providers named below are examples of each model, not a ranking. Every vendor fact links to that vendor's own page, checked October 24, 2026. Spot something out of date? Email wasey@wavaron.com and we'll fix it.
The short answer
| Model | What you get | Who reaches out | Examples |
|---|---|---|---|
| 1. Lead database | A searchable list of companies that hire through agencies, with hiring-manager contacts | Your team | Agency Leads |
| 2. Hiring-signal feed | Employers showing a dated sign they're about to hire, with the hiring manager attached | Your team | dreach, SignalsAPI |
| 3. AI SDR software | Software that finds contacts and runs email and LinkedIn sequences | The software, set up and managed by your team | StaffingLeads, SplendUp |
| 4. Outbound or appointment-setting agency | Booked meetings or qualified appointments from the agency's campaigns | The agency | Abstrakt, Belkins, RecruiterGTM |
| 5. Managed business development | Researched opportunities with your candidates attached, approved campaigns run for you, replies routed to your recruiters | Wavaron, after your recruiters approve each play | Wavaron |
Pick by the gap you actually have.
- You have a BDM with open hours who just needs names: a lead database.
- Someone will work a short list every week and needs better timing: a hiring-signal feed.
- You want software sending sequences and have someone in-house to run it: AI SDR software.
- You want meetings on the calendar and are fine with the agency's playbook: an appointment-setting agency.
- You want job-order conversations without anyone in-house doing business development: managed business development.
The question that decides it: who does the work between a lead and a job order?
A lead is a name. A job order needs the right employer at the right moment, the person who chooses vendors, a reason to talk to your firm, a message, follow-up, and a recruiter on the call. Each model hands you a different share of that work.
| Step | Database | Signal feed | AI SDR software | Agency | Managed BD (Wavaron) |
|---|---|---|---|---|---|
| Find employers likely to hire | Your team searches | Provider | Software | Agency | Wavaron |
| Name who chooses a vendor | Contacts provided | Provider | Software | Agency | Wavaron |
| Attach candidates you can place | Your team | Some match to your bench (SignalsAPI) | Some match from your ATS (SplendUp) | Not described on the pages we checked | Wavaron, from your ATS, read-only, fields you choose |
| Write, send and follow up | Your team | Your team | Software, from your connected accounts | Agency | Wavaron, after a recruiter approves |
| Sending domains and inboxes | Yours | Yours | Your connected accounts | Set up by the agency; ownership not stated on the pages we checked | Registered in your firm's name, yours to keep |
| Measured on | Leads delivered | Leads and signals | Sequences sent and replies | Meetings or appointments | Job orders and placements, reported weekly |
Most staffing desks don't lack names. They lack hours, because filling today's orders always beats prospecting for next month's. Count the "your team" cells before you buy.
The five models, in detail
1. Lead databases
How it works. You subscribe to a list of companies that hire, with contact details, and your team works it. Agency Leads describes a database of companies that use recruiters for their hiring, updated daily, with hiring-manager contacts and a platform to organize your outreach.
Fits when a BDM or owner calls every day and needs fresh names. A database usually costs less than any service that does the work for you.
Watch for: a list gives you names, not reasons. Every firm buying the same list calls the same companies, so the opener has to come from you.
2. Hiring-signal feeds
How it works. The provider watches employers for signs of new hiring and sends you the employer, the trigger and the contact. dreach sends first leads in week one, each with the hiring manager and a way in, and says plainly that it does not automate outreach. SignalsAPI watches employers' career sites and ATSs for new requisitions, matches them to your bench, attaches the hiring manager's verified email, and promises first signals in one working day.
Fits when someone on your team will work a short, well-timed list every week.
Watch for: the signal is the start. The message, the follow-up and the timing still sit with your team. See our full Wavaron vs dreach comparison.
3. AI SDR software
How it works. You connect your email and LinkedIn, and the software finds contacts and sends sequences. StaffingLeads says it tracks hiring, funding and past-client signals, then automates email and LinkedIn outreach to the decision-maker. SplendUp matches unplaced candidates from your ATS to open and past jobs and runs candidate-led (MPC) campaigns on LinkedIn and email from its platform.
Fits when you want software and have someone in-house to own it.
Watch for: automated messages go out from your own accounts, so your sender reputation carries the risk. Ask what gets reviewed before anything sends.
4. Outbound and appointment-setting agencies
How it works. The agency runs the campaigns and books meetings. Abstrakt runs phone, email and LinkedIn outreach, works with one staffing agency per territory or specialization, and says it works for free until lead or appointment targets are met. Belkins' recruitment page describes sending 10 to 20 thousand emails monthly to schedule at least 10 promising calls. RecruiterGTM's OutboundOS runs daily email and LinkedIn outreach for recruitment agencies, with campaigns live in week 3 of a 90-day pilot and tool costs billed separately.
Fits when you want booked meetings and are happy for the agency to own the playbook.
Watch for: a meeting is not a job order. Ask what happens to the domains, lists and copy if you stop, and whether high volume will burn a small niche market.
5. Managed business development
How it works. The provider does the research, the matching and the outreach, and your recruiters approve each play and take the calls. With Wavaron:
- Week one: at least 3 researched opportunities, each with dated evidence, the decision-maker, the reason to call and a ready play (see a sample brief). No ATS access needed to start.
- Week two: matching candidates from your ATS attached to each opportunity, read-only, fields you choose.
- By day 30: your first approved play running on email and LinkedIn from domains in your firm's name, with replies routed to your recruiters. If it isn't, your first month is free.
- Every week after: numbers reported through to job orders, placements and gross profit.
Fits when your recruiters are busy filling orders and business development keeps stopping.
Not a fit when you have a full-time BDM with open hours who only needs names (buy a database), or you want the largest possible meeting count (hire an appointment setter).
Five questions to ask any provider before you sign
- What are you measured on: meetings booked, or job orders and placements?
- Who writes, sends and follows up, and who approves each message before it goes out?
- Do you use my candidates and past clients, or start cold every time?
- Whose domains and inboxes do you send from, and is my main company domain ever used for cold volume?
- If we stop, what do I keep: domains, lists, playbooks and data?
Then test two providers on the same ten target employers. Two weeks later, count how many named the person who actually chooses a vendor, how many had evidence dated in the last 30 days, and how many reached a real conversation without your team doing the outreach.

Questions owners ask
What companies do lead generation for staffing agencies?
They fall into five models. Lead databases such as Agency Leads; hiring-signal feeds such as dreach and SignalsAPI; AI SDR software such as StaffingLeads and SplendUp; outbound and appointment-setting agencies such as Abstrakt, Belkins and RecruiterGTM; and managed business development such as Wavaron. The right one depends on who in your firm has time to do the outreach.
Is appointment setting worth it for a staffing agency?
It can be, if you want meetings and your team converts them well. Ask whether the agency is paid on meetings or on outcomes, who owns the domains and lists, and how many emails it plans to send into your niche. In a small market, volume burns the employers you most want.
Should I buy a lead list or outsource the outreach?
Buy a list if someone already spends real hours on business development every week. Outsource if nobody does, because a list nobody works produces nothing. If you're weighing a hire, compare the cost of a staffing BDM against outsourcing.
Does anyone guarantee job orders?
None of the providers we checked guarantees job orders. Abstrakt says it works for free until lead or appointment targets are met. dreach says it does not guarantee revenue. Wavaron guarantees delivery: your first approved play live in 30 days, or your first month is free, with every number reported through to placements.
Do I have to give a provider access to my ATS?
Not to start, with most. dreach says a list of companies is enough, and Wavaron's week-one opportunities need only a kickoff call. Tools that match your candidates, such as SplendUp and SignalsAPI, work from the candidate data you import or share. With Wavaron, read-only access to fields you choose is added from week two, under a signed data processing agreement (details).
